Using a historical institutionalism theoretical framework, the study explored the issue of elite capture within the context of the Pro-Active Land Strategy (PLAS). A qualitative research design and case study approach were used to investigate South Africa's land redistribution trajectory, with an emphasis on the role of institutions and actors. Dr. Ruth Segomotsi Mompati District Municipality was the study's focus. Data was gathered using qualitative interviews and semi-structured questionnaires. It was conducted <i>via</i> cell phone and Zoom, and the participants gave their approval. Face-to-face interviews were not possible throughout the COVID-19 study period. Data was analysed using statistical tools, incorporating other writers' perspectives, thematic analysis, institutional analysis, and triangulation. The data sets include the demographics as well as the themes emanating from the interviews.
