通过实时监测杭州市上城区各街道路面积水量,利用精细化产汇流模型分析预测最大水深和预测积水面积,并确定预测积水等级,实现分级预警,可用于智慧市政管理、公共交通调度、应急管理与救援、公众提示等场景,确保城市运行安全与民众生活秩序。1.数据收集:通过设置积水点液位监测仪,采集杭州市上城区各个街道路面的实时降雨数据,通过4G网络上传至平台端。2.数据处理:将收集的数据进行精细化产汇流模型算法计算,得出杭州市上城区各个街道的预测积水生成数据,并确定相应的参数等级以及积水等级预警。(1)最大水深:0-15cm为0级积水深度,15-20cm为1级积水深度,20-25cm为2级积水深度,25-30cm为3级积水深度,超过30cm是4级积水深度;(2)积水面积:0-100平方米为0级积水面积,100-1000平方米是1级积水面积,1000-2000平方米是2级积水面积,2000-3000平方米是3级积水面积,超过3000平方米是4级积水面积;(3)积水等级通过面积和深度两个维度划分为0-4共五个等级,由两者中较低等级决定,若不同级则降一级,最低为0级。0级无积水预警,1级为蓝色轻微积水预警,2级为黄色积水预警,3级为较大积水预警,4级为红色严重积水预警。根据预警等级不同,可以做出不同的预警措施,有助于减轻洪涝灾害带来的损伤。

This dataset enables graded early warning by conducting real-time monitoring of road surface water accumulation in every street of Shangcheng District, Hangzhou. It uses a refined runoff-yield and concentration model to analyze and predict the maximum water depth and waterlogging area, and determine the predicted waterlogging grade. This dataset can be applied to scenarios including smart municipal management, public transit dispatching, emergency management and rescue, and public notifications, so as to ensure urban operation safety and people's daily living order. 1. Data Collection: By installing waterlogging point level monitors, real-time rainfall data on road surfaces of each street in Shangcheng District, Hangzhou is collected and uploaded to the platform via 4G network. 2. Data Processing: The collected data is calculated using the refined runoff-yield and concentration model algorithm to generate predicted waterlogging data for each street in Shangcheng District, Hangzhou, and determine the corresponding parameter levels and waterlogging grade early warnings. (1) Maximum water depth: Level 0 for 0-15cm, Level 1 for 15-20cm, Level 2 for 20-25cm, Level 3 for 25-30cm, and Level 4 for depths exceeding 30cm; (2) Waterlogging area: Level 0 for 0-100 ㎡, Level 1 for 100-1000 ㎡, Level 2 for 1000-2000 ㎡, Level 3 for 2000-3000 ㎡, and Level 4 for areas exceeding 3000 ㎡; (3) The waterlogging grade is divided into 5 levels from 0 to 4 based on two dimensions: water depth and area. The grade is determined by the lower one of the two levels. If the two levels differ, the final grade will be downgraded by one level, with Level 0 as the minimum. Level 0 means no waterlogging warning, Level 1 is a blue mild waterlogging warning, Level 2 is a yellow waterlogging warning, Level 3 is a moderate waterlogging warning, and Level 4 is a red severe waterlogging warning. Different early warning measures can be taken according to the warning level, which helps reduce the losses caused by flood and waterlogging disasters.
