Institutional communication of Earth observation across actors affiliated with the Group on Earth Observations: evidence and coding materials

This dataset supports the manuscript “Institutional traceability in Earth observation data management and downstream use: documentary evidence from actors affiliated with the Group on Earth Observations”. It contains the complete source log and evidence matrix for 71 publicly accessible sources and 81 evidence units organised across Phase 1 derivation/context, Phase 2 omission audit, and Phase 3 post-derivation comparison; the frozen four-function codebook (OPP / IA / KIT / DDE); case profiles; case-selection, source-triangulation, aggregation, status-definition, and alternative-coding sensitivity records; pre-adjudication coding files and agreement calculations; a dual-author consensus audit of secondary-code assignments for all 37 Phase 1 derivation units; interface and return-pathway records; data dictionaries; manifests and SHA-256 checksums; and an executable workflow reproducing manuscript Tables 2–5 and Appendix Table B4. The archive retains the terminology used when Version 3.1.0 was frozen. The current manuscript maps the unchanged OPP / IA / KIT / DDE codes to information-pathway functions and treats interface traceability as a separate analytical layer; the corpus was not recoded. The documentary corpus, evidence cutoff (30 June 2026), evidence units, and primary-function coding remain unchanged from Version 3.0.0. Third-party source documents are not redistributed. The archive provides bibliographic metadata, stable locators where available, access dates, and paraphrased analytical records. The dataset documents what public institutional records make traceable and does not establish actual reuse, technical interoperability, governance quality, organisational performance, legal accountability, causal policy effects, or population frequency.
