Strategic Self-Advocacy™ Lexicon: Volume 19 — Glossary of Legislation Laundering is a protected semantic dataset naming patterns through which legislation, frameworks, strategies, standards, agreements and compliance systems can become fragmented, duplicative or procedurally dense in ways that obscure accountability and weaken implementation. This volume distinguishes ordinary regulatory complexity from governance fragmentation that prevents affected people from locating responsibility, implementation evidence, appeal pathways or repair. It introduces terms including Legislation Laundering, Framework Flooding, Navigational Exhaustion, Jurisdictional Deflection, Policy Stack Saturation, Reform Theatre, Compliance Fragmentation, Semantic Governance Drift, Distributed Accountability Collapse, Agreement Layering and Accessibility Dilution. The glossary was developed through lived-experience-led analysis of mental health reform, disability governance, accessibility systems, NDIS governance, cross-sector reform structures, the QMHC Leading Reform Summit 2026 and Australia’s Disability Strategy National Forum 2026. The dataset forms part of the Strategic Self-Advocacy™ Lexicon, a living glossary series developed to name mechanisms of extraction, erasure, coercion, institutional rewording, narrative laundering and participation without power.
