This is a data set representing the planning projects (PLN) that have been initiated since the rewritten zoning code was adopted in December 2023. A PLN is project that has completed the concept review phase. Each PLN has a unique number. A PLN can have child applications underneath it, which will give the applicant the legal right to start their development (entitlement). The data set was created from data entered into the City of Boise’s permitting and licensing system. This data was created by the City of Boise. This data is updated daily. It is current to the date of publication. RecordID – The unique identifier assigned by the permit system. For this dataset, the first three digits will be “PLN.” The fourth and fifth digits are the year when the record was received. RecordName – The name of the permit entered in the permitting system. Status – The current state of the permit within the permitting workflow. Complete - A building permit for a structure entitled with the PLN has been completed and has occupancy. Denied - The applications associated with the PLN have been denied by the review authority and the project cannot continue as planned. Expired - No action was taken on the PLN or child applications in over a year, so the City of Boise staff expired the permit. The project cannot continue under the current PLN, and the applicant will need to start a new PLN if they want to pursue the project again. Interdepartmental Review - The PLN is in the process of being review by different departments and is not yet ready to have application related to it. Neighborhood Meeting Review - The PLN is in being reviewed in a neighborhood meeting. Pending Application Submittal - The PLN has completed its preliminary review, and the developer can now apply for planning applications. Planning Application Review - A child application under the PLN is currently being reviewed by planners or a regulatory body. Planning Application Submittal - The PLN has completed its preliminary review, and the developer can now apply for planning applications. This is an older status that is now being replaced with the status "Pending Application Submittal." Project Cancelled - The planning project has been cancelled by the applicant. The project cannot continue under the current PLN. Project Entitled - An application under the PLN had been entitled and the project can now legally apply for building permits. Withdrawn - The planning project has been withdrawn by the applicant. The project cannot continue under the current PLN. ProjectType – Project type corresponds to the highest review authority that would need to approve the project. Type 2 - Project that is approved administratively. Type 3 - Project that is approved by a hearing body, including the Planning and Zoning Commission, Design Review Committee, and Historic Preservation Commission. Type 4 - Project that is approved by City Council. ReviewAuthorityFromType – The review authority based on the ProjectType field. Administrative - Type 2 project that is approved administratively. Commission - Type 3 project that is approved by a hearing body, including the Planning and Zoning Commission, Design Review Committee, and Historic Preservation Commission. City Council - Type 4 project that is approved by City Council. ProposedUseCategory – The existing proposed use field is grouped into categories to simplify display in data visualizations. Residential - Proposed use category of Multi-Family, Single Family, or Residential. Mixed Use - Proposed use category of Mixed Use. Non-Residential - Proposed use category is not residential, including Commercial, Industrial, Institutional, Office, Parking Lot, and Vacant. StatusCategory – The existing status field is grouped into categories to simplify display in data visualizations. Pre-submittal - Planning applications have not yet been submitted on the PLN. Includes the following status: Neighborhood Meeting Review, IDR Documents Required, Interdepartmental Review, Pending Application Submittal, AWS Application Sent, and Planning Application Submittal. Application in Review - The PLN has associated planning applications in review. Includes the statuses: Pending Application Review and Planning Application Review. Entitled - The child applications associate with the PLN have been entitled and building permits can be submitted. Includes the statuses: Project Entitled, Approved, and Complete. Denied - The PLN has been denied. This includes the status Denied. Withdrawn/Cancelled - The PLN has been withdrawn or canceled by the applicant. This includes the status Denied. ProposedUnitsTotal – The number of new residential units that are proposed to be created with the project. UnitsDemoed – The number of residential units to be demolished with the project. UsingIncentive – The project is using one of the incentives so support the development of diverse and affordable housing options. AffordabilityIncentive – The project is using the incentive to create more affordable housing. SustainabilityIncentive – The project is using the incentive to create more environmentally sustainable housing. ProposedUse – The proposed primary use and activities on the land involved in the project. NULL - The proposed use was unentered and left empty. Commercial - The primary use would be for business activities and commerce. Industrial - The primary use would be for activities like manufacturing, processing, storage, and distribution of goods. Institutional - The primary use would be a facility that serves the public or non-profit purposes, such as schools or government buildings. Mixed Use - The property plans to have a mixed of uses, for example residential and commercial. Multi-Family - The primary use is from residential buildings that have three or more dwelling units and typically share walls or floors. Office - The primary use would be for business activities involving professional or admirative functions. Parking Lot - The primary use would be for parking cars. Residential - The primary use would be residential, potentially a mix of single family and multifamily. Single Family - The primary use would be for single family dwellings which also include duplexes and single-family dwellings with accessory dwelling units. Vacant - The land will remain unoccupied from a structure; this could include parks and pathways. ResidentialType– The specific type of residential development planning for the property. NULL - The residential type was unentered and left null. Added SFD with ADU - A new single-family dwelling and a new accessory dwelling unit are proposed. ADU - A new accessory dwelling unit is a secondary residential unit on the same lot as a primary structure. It must be under 900 sq feet and smaller than the primary structure. Condos - A building or complex of buildings containing a number of individually owned apartments or houses. This can be a new structure or an existing structure that is being converted into condos. Cottage Count - A cluster of small, detached homes arranged around a shared courtyard or common open space. Duplex - A house divided into two apartments, with a separate entrance for each. Fourplex - A residential building containing four separate living units in the same structure. Manufactured Home - A dwelling built entirely in a factory under the federal HUD Code and transported to the site. Mixed Residential - A property with multiple residential forms on the same site, for example apartments and townhomes Multi-Family - A building or complex of buildings containing more than 4 apartments. Not Residential - The land use is not residential. Single Family - A residential structure designed to house one family or household unit, and it’s not attached to any other dwelling. Townhouse - A residential structure designed to house one family or household unit that shares a wall with another unit. Each dwelling can be owned by a separate entity. Triplex - A residential building containing three separate living units in the same structure. Description - A short sentence or two describing the project. FullAddress - The street address, city, state, and zip code of the property where the project is located. CRCompleteDate - The date when concept review, a high-level assessment of the applicants’ vision of their project is complete, and the application can move on to the next steps in the PLN process. ComprehensivePlanningArea - The comprehensive planning area the location of the planning permit would fall in. ZoningDistrict - A defined area within a municipality where specific land uses and development standards are permitted or prohibited by local zoning laws. City Council - The legislative body for Boise City with policy setting a budgetary authority. Planning and Zoning Commission - A group of people appointed to deal with a broad array of issues such as making recommendations and decisions on land use applications and dealing with the long-term issues of planning for the future growth and development of the community. Administrative - A planning employee of Planning and Development Services. Design Review Committee - A group of people appointed to accept and review applications for design review permits which have been developed to protect property rights and values, enhance important environmental features, and ensure orderly and harmonious development within the community. Historic Preservation Commission - A group of people appointed to promote, preserve, and protect the historic buildings, structures, sites, monuments, streets, and neighborhoods which serve as visible reminders of Boise’s historical, archaeological, architectural, educational, and cultural heritage. ChildRecords - All planning applications associated with the PLN. There can be multiple applications per PLN.
