Complete accepted synthetic simulation output of a model-conditional comparison of first-dose breadth against second-dose completion under a fixed measles vaccine supply. 40 registered scenarios x 1,500 replicates = 60,000 replicate rows across eight registered structural base conditions, with per-replicate seed and network-identity tables (60,000 rows each), the frozen seed registers, the 16 accepted confirmatory primary estimands, the 624 accepted exploratory secondary estimands, and the frozen figure and table source data. A full data dictionary and codebook are included. The data are entirely synthetic. They contain no real-world patient data, no human-subject data, and no personally identifying information. Scope. The model is not calibrated to empirical measles data, no external validation was performed, and no real-world causal or policy interpretation is claimed. Operational cost is a model-internal accounting unit, not currency or programme cost, and is charged per outreach attempt rather than per dose. No p-value is defined or computed for any estimand. Only the 16 primary estimands are confirmatory; the 624 secondary estimands are exploratory and carry no multiplicity control of any kind. The companion analysis software is distributed as a separate software record under the MIT License. This dataset record is licensed CC BY 4.0; the two licences do not extend to each other.
