In the present invention, when manufacturing a gas diffusion layer for a fuel cell, the carbon microporous hydrophobic fluorine resin and the polyacrylamide-based flocculant are dispersed in a solvent using a suspension (Slurry), and the microporous paper produced by the wet papermaking method is used for carbon fiber paper. A gas diffusion medium (GDM) manufactured by carbonization after impregnation of a thermosetting resin is thermocompressed and then sintered to form a microporous layer of the gas diffusion layer. The present invention simplifies the manufacturing process of forming the microporous layer than the conventional method of forming the microporous layer of the gas diffusion layer by coating the suspension containing the carbon fine particles and the hydrophobic fluorine resin several times on the gas diffusion medium (GDM). As a result, the gas diffusion layer for a fuel cell can be manufactured with high productivity.
