(1) counties that had confirmed cases of COVID-19 before March 16 guidelines and experienced a SIP order at least three days after March 16 (186 counties, referred to as wSIP)(Counties with SIP.csv); (2) counties that had confirmed cases before March 16 and experienced no SIP order (60 counties, referred to as noSIP) (Counties without SIP.csv).
