Publicstockholdingremainsamajorconcerninmultilateralnegotiationsonagriculturaltradeliberalisation.Thispaperfocusesonidentifyingalternativepoliciestobufferstockholding.Itfirstpositionsbufferstockswithintherangeofpoliciesaimedatpricestabilisationandfoodsecurity,withaviewtoidentifyingalternativestomeetthesamepolicyobjectives.Thepaperthenexaminesthemostdirectalternativetopublicfoodstocksforpricestabilisation,namelyprivatestockholding.Itexploresexperiencewithprivatestockholdingtoassessitseffectivenessinachievingpricestabilisationobjectivesandthenecessaryconditionsforimplementation.Asthepricestabilisationroleofbufferstocksisalsoarguedtobenecessaryforfoodsecurity,thepaperalsoexploresalternativeapproachesthatgovernmentsmaytaketomeetingthisfoodsecurityobjectivethroughsocialsafetynets.Someillustrativeexamplesareexploredtohighlightkeyelementsforsuccessfulimplementation.Thepaperconcludeswithsomeobservationsregardingpolicyalternativestobufferstocks.ThispaperwasdeclassifiedattheMay2016bytheOECDJointWorkingPartyofAgricultureandTrade.
