dwg2geo-eval: evaluation harness and measured results for the dwg2geo papers

Evaluation harness (experiments E1–E6) and the measured results reported in the two dwg2geo papers: cross-runtime equivalence, byte-level determinism, behaviour under a missing CRS, performance, entity coverage, and reference-base calibration of urban transport corridor drawings against OpenStreetMap traffic-signal intersections. Includes the corpus manifest with per-drawing provenance (URL, licence, SHA-256), the exact OpenStreetMap responses used in the calibration (ODbL, © OpenStreetMap contributors), and the scripts that generate every table and number in the papers. The software under evaluation is dwg2geo v0.2.3.
