Interview of Joel Wachs, Los Angeles City Councilman for the City's 2nd District, about the root causes of the civil disturbance, the management, organization, and political climate of the Los Angeles Police Department, the Los Angeles Police Department's preparedness to handle a major disturbance, the adequacy of the Los Angeles Police Department's response, and his recommendations for future improvement, 1992 June 26.
