Replication bundle: Relocate, Merge or Stay – Institutional Responses to Combat Exposure and Academic Staff Retention in Ukrainian Universities, 2019–2026

Code, data and results reproducing every table and figure of the manuscript “Relocate, Merge or Stay: Institutional Responses to Combat Exposure and Academic Staff Retention in Ukrainian Universities, 2019–2026” (submitted to Higher Education Policy, September 2026). The bundle contains: the raw State Treasury (E-Data) transactions of the 179 state higher education institutions of Ukraine under the Ministry of Education and Science for 2019–2025, as downloaded, including successor codes; the rule-based payment classifier that recovers each institution’s payroll fund from personal income tax and unified social contribution payments; the institution-year payroll panel; the annual combat-exposure file built from the official list of territories of hostilities (Order No. 376 of 28 February 2025, as amended) and the script that rebuilds it; registers of relocation and reorganization with the dates and numbers of the enacting acts; the third-mission coding form for 20 institutions in 2023 and 2025, with source links and page references for every code; and the estimation and figure scripts (two-way fixed-effects models, event study, Callaway–Sant’Anna estimator with a fixed bootstrap seed). Reproduction order, package requirements and a full codebook (Ukrainian variable names with English glosses) are given in README.md. Steps 1–4 were re-run from this bundle on 24 September 2026 and reproduce the manuscript’s tables without differences. All inputs are open administrative data of Ukraine; the bundle contains no personal data, and no information requests were made to public authorities. Data are released under CC BY 4.0, code under the MIT licence (see LICENSE-DATA.txt and LICENSE-CODE.txt). Claude Opus 5.5 (Anthropic) was used to assist with writing the code and, under the authors’ written protocol, to code the third-mission indicators from institutional documents; the six rules for borderline cases fixed by the authors are recorded in the coding form.
