碳配额是指政府为了控制温室气体排放，特别是二氧化碳排放，而设立的一种排放限额制度。在这种制度下，政府会将总排放量限制在一定水平，并根据这一总量将配额分配给重点排放单位，如电力、钢铁、化工等行业的企业。这些单位在规定时期内拥有的二氧化碳排放额度就是碳排放配额。1个单位碳排放配额相当于向大气排放1吨的二氧化碳当量。

Carbon emission quota refers to an emission limit system established by governments to control greenhouse gas emissions, especially carbon dioxide emissions. Under this system, governments will set a ceiling on total emissions, and allocate quotas to key emission-controlled entities such as enterprises in sectors including power, steel, and chemical industries based on this total cap. The carbon dioxide emission allowance that these entities hold within a prescribed period is exactly a carbon emission quota. One unit of carbon emission quota is equivalent to the emission of 1 ton of carbon dioxide equivalent into the atmosphere.
