The Ministry in charge of the Environment commissioned the Interprofessional Technical Centre for Atmospheric Pollution Studies (CITEPA) with a mission of territorialization or spatialization of the national greenhouse gas inventory. The spatial resolution is at the municipal level, stable over time, and can be aggregated by Public Inter-municipal Cooperation Establishments (EPCI). It is established based on both a decomposition of national greenhouse gas emissions at the municipal level and pre-spatialized information. This spatialized inventory aims to provide relevant orders of magnitude for the year 2016. It does not have the level of detail and accuracy of inventory work carried out at the territorial level by approved air quality monitoring associations (e.g., www.atmo-france.org), regional energy agencies (www.rare.fr), or national projects with high spatial and temporal resolution (large-scale projects like the National Spatialized Inventory - INS). It can serve as a default inventory for local authorities that do not have access to well-established territorial greenhouse gas inventories. Spatialized data concerning other air pollutants (particles, nitrogen oxides, etc.) are regularly calculated and made available by approved air quality monitoring associations. They can be integrated into the Climate Air Energy Territorial Plan (PCAET) diagnostics of local authorities. Regional energy observatories provide data related to energy consumption and production through their regional platforms, accessible from www.rare.fr. The dataset presented here integrates the effects of all greenhouse gases, detailing emissions by municipality and sector. Although the data are disseminated at the municipal level, they are only representative at an aggregated EPCI scale.
