This is the updated wind techno-economic exclusion layer proposed to be used in the current 2026-2027 IRP cycle. The most significant change from the previous version is that this screen uses Global Wind Atlas wind speed estimates at 100-meter hub heights for screening out areas with lower wind resource quality (the last cycle used NREL capacity factor estimates). This layer was originally developed for the California Public Utilities Commission Integrated Resource Planning Process (IRP) by E3 and Montara Mountain Energy.
