Vietnam’s healthcare system is undergoing a pivotal transformation, driven by the urgent need to modernize infrastructure, improve accessibility, and enhance care quality and efficiency. This thesis proposes the development of an Artificial (AI) Med-Tech Hub in Ho Chi Minh City as a strategic solution to address critical healthcare challenges such as Lack of Digitalization, Uneven Landscape: Disparities in Access, Workforce Imbalance and shortage, High Out-of-Pocket Costs and rising Disease burden. The Hub is designed to cultivate a collaborative ecosystem that unites government, academia, industry leaders, and startups to drive the development, validation, and deployment of localized AI-powered healthcare solutions. Through the quantitative research on the feasibility and impact of the AI Med-Tech Hub, the hub has gained a positive perspective on its impact, with key success stemming from government support. Respondents believe Diagnostic and Imaging are the most potential AI-powered tool that supports doctors immensely. However, the infrastructure and data are two challenges that need to be resolved at the earliest convenience. Besides, the top AI priorities for AI adoption are diverse; the solution will focus on accessibility-driven digitalization to enhance connectivity across the healthcare ecosystem, which serves as a core strategy. This will be achieved through the creation of an AI-powered Super Application (ASA), enabling seamless interconnection and integration of all the components of the Healthcare system in Vietnam. The ASA has five apps inside: teleconsultation, symptom tracker, hospital booking, medicine delivery and insurance drug checker. Through advanced technology applications, ASA will maximize healthcare access nationwide, especially in rural or hard-to-reach areas, ensure equitable healthcare access for all Vietnamese citizens. Successful implementation will require strong government support in data governance and regulation, alongside strategic funding from partners such as CHAI, the Bill & Melinda Gates Foundation, and the World Bank.
