ThepastyearwillcertainlyberememberedfortheterribleandtragicwarintheUkraine.Thiswasfollowedbytheworstcost-of-livingcrisisindecades.Theseeventsalsohadamajorimpactonourindustryandbusinesseswiththeongoingrawmaterialinflationaswellassurgingenergycosts.Meanwhile,EuropecontinuestomoveforwardwiththeEUGreenDealagenda.ThetoppriorityforCEPEmembersistheChemicalsStrategyforSustainability(CSS).WhiletheproposedrevisionofREACHhasbeendelayeduntillaterin2023,theEuropeanCommissionhaspublishedseverallegislativeproposalsofdirectrelevancetooursector,suchastheproposaltorevisetheClassification,LabellingandPackaging(CLP)Regulation.TheCommissionisalsoadvancingthetopicofacirculareconomy,withaproposaltoseteco-designrequirementsforproductsbeforetheycanbeplacedonthemarket,andtherevisionofthePackagingandPackagingWasteDirectiveaimedatmorerecyclingandcircularity.Thecurrentbusiness,economicandregulatoryenvironmentpromptedtheBoardtoreassessandrevisitthevision,missionandvaluesofCEPE.Ourpurposeistobeatrustedandproactivepartnertoensurethesustainabilityofthepaints,coatings,printinginksandartists’colours.Wewillcontinuetostrivetoprovidethenecessaryframework,informationandtoolboxthatallowmembercompaniestonavigatethecurrentandfutureregulatorylandscape,andtherebyhelpensureasustainablefutureforoursectorandtheenvironment.Aspartofstrivingtobemoreproactive,wecontinuedourexercisetogatherdataonsubstances,andlaunchedtwoscientificstudiesonmicroplasticsundertheframeworkofthenewCEPEResearchFund.Theaimistosupportdiscussionsandconcernsaheadofpossibleregulatoryactionwithaccurate,scientificandbalancedinformation.Onapolicylevel,CEPEhasputforwardtheconceptoftheearlyanalysisofalternativesasapillarofthefutureregulatorydecisionsunderREACHandwhichhasbeenendorsedbyothertradeassociations.Buildingontheseinitiativesandsuccesses,CEPEhassetupapublicaffairsgrouptoensurethatthevoiceofthepaints,printinginksandartists’coloursindustryisheardonkeypoliticaltopics.ThisgroupcoordinatesthecommunicationsandadvocacyactivitiesofCEPE.KeyachievementsofthegroupincludethebiocidescampaignandaseriesofmeetingsatthehighestlevelwithmembersoftheEuropeanCommission.2022wasalsotheyearwereturnedto“normal”lifeafterthepandemicandface-to-facemeetingsresumed.AllthecolleaguesofourNationalAssociationsmetinBrusselsforanEUworkshop,andajointsessionwasorganisedbetweentheDirectorsoftheNationalAssociationsandtheBoardmembers.ThisculminatedwiththeCEPEcommunityatlargemeetingforitsfirstAnnualConferenceandGeneralAssemblyinMadridsincebeforethepandemic.Lookingahead,2023willundoubtedlybeanotheryearfullofmanychallengesandopportunitiesforoursector.TobeuptodateonalltheseissuesweinviteyoutoreadtheCEPESignal,attendourquarterlyregulatoryupdatemeetingsandjoinourworkinggroups.
