INTERNATIONAL TREATY ON THE RESTORATION OF KAILASH SOVEREIGNTY (Kailash Sovereignty Restoration Law – KSRL 2025)

This work presents the International Treaty on the Restoration of Kailash Sovereignty (Kailash Sovereignty Restoration Law – KSRL 2025), a UN Charter–style legal draft designed to restore the civilizational, cultural, and spiritual sovereignty of Mount Kailash to Bharat (India). Structured as a full treaty framework with Preamble, Articles, Chapters, Annexes, and Final Clauses, the document integrates principles of Dharma, Ṛta (cosmic order), and Kartavya (duties and responsibilities) with international legal norms, including the UN Charter, ICJ Advisory Opinions, and UNESCO Conventions. The Treaty affirms Bharat’s role as the permanent custodian of Kailash, establishes a Kailash International Trusteeship Council (KITC) for transitional governance, mandates demilitarization and ecological preservation, and guarantees universal pilgrimage rights across faiths. The framework also introduces a Kailash Arbitration Tribunal (KAT), ecological safeguards, cultural trusteeship, and a clear timeline for full sovereignty restoration. This is the first comprehensive international treaty proposal on Mount Kailash, uniting civilizational philosophy with contemporary international law.
