Disclosed is packaging sheet (100， 200， 300， 400， 500， 600， 702， 704， 706) comprising a number of units， each unit (102， 104， 106， 202， 204， 206， 302， 304， 306， 402， 404， 502， 504， 602， 604， 708， 710) being polygonal truncated pyramid consisting of walls， a first end (108， 208， 510) formed by first polygon (112， 212) having first largest diameter D1， and second end (110， 210， 512) formed by second polygon (114， 214) having second largest diameter D2， wherein D2 is smaller than D1， and angle between adjacent walls of two adjacent units is 5-45°. A part of sides (312， 314， 316， 318， 320， 322， 324， 326， 328) of first polygon are common with side of adjacent polygon. The polygon is selected from pentagon， hexagon， heptagon， octagon and nonagon. The packaging sheet is made of a material consisting essentially of natural fibres. An apparatus for manufacturing the packaging sheet is also disclosed.
