Title:Tier 1 OCC Deployment Case Study: Philadelphia L&I Appeals Processing (Jan 2010–Dec 2018) Authors:Kyle Espeleta Description:This record publishes a complete Tier 1 deployment of the Obligation Closure Constraint (OCC) on a regulatory appeals boundary: Philadelphia Department of Licenses & Inspections appeals processing. Using immutable raw datasets included in the archive and locked boundary definitions, the deployment computes the Tier 1 accounting series—arrivals, attempted closures, durable closures via stick rates at 30/90/180-day horizons, return-work via a defined reopen channel (court appeals), unresolved stock, tail age metrics, and a challenge-intensity proxy. Key findings: - Average monthly arrivals: ~178 appeals- Average monthly attempted closures: ~171 decisions- 90-day stick rate: 99.8% (court appeals extremely rare)- Durable clearance ratio (90-day rolling): 0.92- Unresolved stock growth: 202 → 1,983 cases over 9 years- 90th percentile unresolved age: 1,805 days- Regime diagnosis: “Busy but stuck” The combination of very high stick rates and sustained backlog growth indicates durable capacity lags demand. Decisions almost always stand, but the system cannot clear its queue.
