Measures the degree of market competition in fiber-optic telecommunications infrastructure, as assessed by the International Telecommunication Union (ITU). This covers the deployment and operation of fiber networks used to deliver high-speed connectivity. Countries are classified into one of three categories: Monopoly (a single operator controls the fiber network), Partial Competition (a limited number of operators share the fiber market), or Full Competition (an open market with multiple operators deploying and operating fiber infrastructure).
