FEMA Community Resilience Challenges Index (CRCI) Census Tracts – United States (2024) Overview FEMA and Argonne National Laboratory developed the Community Resilience Challenges Index (CRCI) through research conducted in 2018 and updated in 2022. The index integrates 22 indicators of social vulnerability and resilience into a composite measure designed to support comparative analysis of community resilience conditions. The CRCI is based on a structured literature review of peer-reviewed methodologies published between 2003 and 2021. Selected methodologies meet strict inclusion criteria: Quantitative methods Publicly available data and workflows County-level or finer spatial resolution Generalized hazard risk focus (not single-hazard studies) Emphasis on pre-disaster community conditions The final index is produced for both county and census tract geographies across the United States, enabling consistent spatial comparison of resilience challenges.
