PROBLEM TO BE SOLVED: To provide a water-disintegrable paper having excellent wet strength properties and water-disintegrability. SOLUTION: The water-disintegrable paper contains water-dispersible fibers to which microfibrillated cellulose is internally added， and contains a water-soluble polymer having a carboxyl group， wherein the microfibrillated cellulose has a viscosity of 100-500 cp when 1 mass% slurry is used.
