These data predate the initial release of the PDS3 standards and also present the FITS files as separate header and data files, which was (and is) not compliant with the FITS standard. Information on the details of the formatting of the files in the data set can be found in the documents with the data set. In particular the fits_ihw.txt and pds_ihw.txt files in the data set's document/stds_ihw/ subdirectory.
