PROBLEM TO BE SOLVED: To provide a more environmentally friendly binder composition comprising lignin-based resins， the binder composition having suitable properties for use in different applications such as high-pressure laminates. SOLUTION: There is provided a binder composition produced by a production method including following step a) to step c): a) dissolving lignin into an aqueous composition， which contains a compound selected from phenol， cresol， resorcinol， and combinations thereof， while keeping the temperature of the composition at 20 to 45°C and the pH of the composition at a pH value of 4 to 10; b) reacting the composition with alkali while keeping the temperature of the composition at 65 to 90°C and the pH of the composition at a pH value of 7 to 10; and c) mixing the composition with a crosslinking agent and heating the composition at 65 to 90°C while keeping the pH of the composition at a pH value of 7 to 10.
