This record archives SGUFT G-closure layer V16 (CONS1), an adjudicable (PASS/FAIL) evidence package for covariance and constraint-algebra closure in a toy setting. The layer freezes a 2×4 matrix (two regularization families × four cutoffs) and reports three auditable residuals per adapter: constraint-algebra closure residual (r_alg), gauge/regularization-drift residual (r_gauge), and cutoff convergence residual (r_conv), adjudicated under frozen thresholds (eps=2e−3). Adjudication depends only on outputs plus audit/manifest; explanatory materials and external comparisons are excluded from adjudication.
