为提升地方政府经济治理能力，风云科技公司近年来基于研发了区域经济大脑产品，该产品整合政府侧、市场侧企业、土地、人才、政策等经济相关数据资源，利用知识图谱、区块链和隐私计算等技术构建经济治理数据链；基于经济治理场景，构建了经济治理相关分析模型，面向发改、工信、科技、商务等部门提供产业招商推荐、要素资源盘活、楼宇经济升级、优企识别培育、智改数转、经济运行风险监测防范以及经济运行分析调度等应用场景，从“做大增量、优化存量、提高质量和防控变量”等方面为地方经济治理提供体系化服务，为地方政府提升经济运行感知、风险预警、趋势研判、跨周期政策设计、逆周期调节等能力，实现“用数据管理、用数据决策、用数据服务”，助推区域经济高质量发展。

In recent years, Fengyun Technology has developed the Regional Economic Brain product to enhance the economic governance capabilities of local governments. This product integrates economically relevant data resources including government-side, market-side enterprises, land, talent, and policies, and builds an economic governance data chain using technologies such as knowledge graphs, blockchain, and privacy computing. Based on economic governance scenarios, it constructs analysis models related to economic governance, and provides application scenarios such as industrial investment promotion recommendation, factor resource revitalization, building economy upgrading, excellent enterprise identification and cultivation, intelligent transformation and digital upgrading, economic operation risk monitoring and prevention, and economic operation analysis and scheduling for departments including the Development and Reform Commission, Industry and Information Technology Bureau, Science and Technology Bureau, and Commerce Bureau. It provides systematic services for local economic governance in aspects such as expanding incremental scale, optimizing existing stock, improving quality, and preventing and controlling variables, enhances local governments' capabilities in economic operation perception, risk early warning, trend judgment, cross-cycle policy design, and counter-cyclical regulation, realizes the goal of "managing with data, making decisions with data, and providing services with data", and boosts high-quality regional economic development.
