Catastrophic earthquake identification card program, 1991-04

A report by Governor's Office of Emergency Services, Law Enforcement Division, which describes the Catastrophic Emergency Identification Card Program (CEIC) which would provide private industry recovery teams permission to re-enter restricted areas after a major earthquake, 1991 April.
