TCO - Terrestrial Carbon Observations database

The TCO network will use a dual constraint system approach that
permits the estimation of fluxes between the terrestrial surface and
other earth system components, the atmosphere and the oceans. The
observation strategy will use various measurement techniques and
models to minimize estimation errors. This will be achieved through
the coupling of two main flux estimation approaches, 'bottom up'
(through ecosystem process models based on driven by diverse gridded
data) and 'top down' (atmospheric inversion models constrained by a
range of input data types). Both methods require satellite and in situ
data.

Policy makers need information on carbon sources and sinks at the
national and sub-national levels in order to develop future emission
trading arrangements that involve forests and other ecosystems. While
such information is likely to be provided through various methods,
there will be a need for a globally consistent source to serve as a
reference and a basis for comparison.
