Delphi Study

This thesis approaches the topic of paramedic education and regulation. More specifically, this thesis explores paramedic education past, and present in Australia. In doing so, it is important to also examine past and present regulatory frameworks governing paramedic educational standards and provides insights into how undergraduate paramedicine curricula are being developed in the context of a national accreditation process. It is likely that the findings will provide evidence of how undergraduate paramedicine curricula are designed for current and future paramedic practice and the ways the accreditation standards inform the process. By undertaking this research, discernments into how undergraduate paramedicine curricula are being designed in the context of the national accreditation scheme and in what way the standards inform the curricula development process for an evolving profession. Specifically, this thesis aims to evaluate the current professional and educational regulatory frameworks for paramedic practice and to develop a sound theoretical and practical basis that may sustain future practice. In doing so, the thesis then addresses the following objectives: 1. Describe the history and current status of paramedic practice in Australia and the educational, regulatory and professional framework that support it. 2. Evaluate that framework by comparison with other jurisdictions. 3. Describe and evaluate the theoretical basis for current educational programs and its application through curricula. 4. Develop a theoretical basis for future practice and its policy and practical expressions.本论文围绕急救医疗人员（Paramedic）教育与监管议题展开研究。具体而言，本文聚焦澳大利亚急救医疗人员教育的历史与现状展开探讨。在此研究框架下，需同时梳理监管急救医疗教育标准的过往与现行法规体系，并深入剖析国家认证流程背景下，本科急救医疗专业课程体系的构建路径。本研究所得结论，或可揭示面向当前及未来急救医疗实践的本科急救医疗课程设计思路，以及认证标准如何影响课程开发全过程。 通过开展本项研究，本论文旨在探明国家认证体系背景下本科急救医疗专业课程的设计逻辑，以及行业标准如何指引不断发展的急救医疗专业的课程开发路径。具体而言，本论文旨在评估现行急救医疗实践所依托的专业与教育监管框架，并构建可支撑未来急救医疗实践的扎实理论与实践基础。 基于此，本论文达成以下研究目标： 1. 梳理澳大利亚急救医疗实践的发展历程与当前现状，以及支撑该行业的教育、监管与专业体系； 2. 通过与其他司法管辖区的监管框架进行对比，对前述体系开展评估； 3. 描述并评估现行急救医疗教育项目的理论基础，及其通过课程体系的落地应用情况； 4. 构建面向未来急救医疗实践的理论基础，及其政策与实践落地形式。
