Department labels have been replaced consistently by neutral codes of the form D001, D002, and so on. The same codes are used in data/vital_transport_bounds.csv, which contains the lower and upper vital transport-time bounds, in seconds, required by the stochastic policies. There are 46 anonymized department codes in the instances; 23 occur among vital samples and therefore have department-specific bounds.
