According to the "Regulation on the implementation of assistance to overcome particular social difficulties", persons in particular social difficulties live when particular living conditions are associated with social difficulties in such a way that overcoming the particular living conditions also requires overcoming the social difficulties. Subsequent assistance shall be provided to persons in so far as it is only by means of assistance under this Regulation that the threat of re-entry of particular social difficulties can be averted.根据《特定社会困难救助实施条例》（Regulation on the implementation of assistance to overcome particular social difficulties），特定社会困难群体是指其特定生活境遇与社会困难形成紧密绑定关系：若要改善该特定生活境遇，亦必须同时解决其所面临的社会困难。仅当唯有通过本条例规定的救助措施方可规避特定社会困难再次发生的风险时，方可向该类群体提供后续救助。
