Instead of the 19 member municipalities, EPCI exercises a number of competences defined by its statutes. It is desirable to include the names of these municipalities. This definition is of major importance since a community cannot act without its statutes expressly empowering it to do so, in accordance with the principle of speciality. Thus, the Cœur de France community of municipalities exercises mandatory competences precisely defined by Article L5214-16 of the CGCT, but also other ‘additional’ competences that reflect local political choices. Like the other inter-municipalities, ‘Cœur de France’ is built around the territorial project, the broad outlines of which will be presented to you to federate our 19 municipalities (list of municipalities in annex) around shared objectives. Environmental protection is and will be applied across all EPCI policy areas. The strength of inter-municipality is to bring together environmental issues in an integrated vision, placed at the heart of the territorial project. The three main areas of responsibility of the EPCIs are often cited: economic development, spatial planning and the environment.
