In practice, there is no prior government restraint (pre-publication censoring) of citizen-created content online and the government doesn't promote the self-censorship of citizens online (in blogs, social media, etc.). A 100 score is earned where all the following conditions are met: 1) the government never prevents the publication online of information by citizens, and 2) the government doesn't promote citizen's self-censorship (for ex. with arrests, threats to prosecute, interrogations, etc.). A 50 score is earned where any of the following conditions apply: 1) the government occasionally prevents the publication online of information by citizens, or 2) it occasionally encourages citizens to self-censor (for ex. with arrests, threats to prosecute, interrogations, etc.). A 0 score is earned where at least one of the following conditions apply: 1) the government usually prevents the publication online of information by citizens, or 2) it usually encourages citizens to self-censor (for ex. with arrests, threats to prosecute, interrogations, etc.).
