Replication Data for: Compliance Agreements: Emergent Flexibility in the Inter-American Human Rights System

This dataset covers 115 reports on the merits published by the Inter-American Commission between 1999 and 2019. These reports offered a total of 493 recommendations. We observe each of the 493 recommendations on a yearly basis, starting on the year when the Commission issued the initial report (privately) under article 50 of the American Convention, until compliance took place (or until 2020, if no compliance occurred). Our dataset thus covers 4,760 recommendation-years.
