Roundtable discussion with President and Director Antonia Hernandez and staff members Estevan Lisardo and Vibiana Andrade of the Mexican-American Legal Defense Fund (MALDEF). Topics include the root causes of the civil disturbance; management and oversight of the Los Angeles Police Department; the Los Angeles Police Department's preparedness to handle a major civil disturbance; and the adequacy of the Los Angeles Police Department's response to the violence and unrest, 1992 August 13. PART OF SERIES: After the violence had subsided, the Webster Commission met of a variety of public officials, law enforcement personnel, activists, and community leaders to discuss the rioting, its root causes, and the adequacy of the LAPD's response. The series includes summaries of these meetings, including questions and comments along of the interviewers' own mental impressions, conclusions, and opinions.
