Use Excel 2021 and SPSS 25.0 software for data entry and organization, and conduct statistical analysis after double checking by two people. The average rating is equal to the sum of ratings divided by the number of experts. The larger the average, the higher the importance of the item. The coefficient of variation (CV)=standard deviation/mean, reflecting the volatility of expert opinions on item importance ratings, with CV<0.25 indicating a concentration of opinions. The weights of each item were calculated using the Analytic Hierarchy Process (AHP) in SPSSAU and subjected to consistency testing. The combination weights of each item were calculated using the continuous product method.
