Adaptation Finance Africa Flows

I compiled a dyadic dataset of bilateral adaptation finance flows from all Annex II contributors to all 54 African countries using data from 2017 to 2021. The data stems from the OECD’s CRS, which relies on the contributor’s self-reported coding on a project’s adaptation component. As contributors tend to overreport the adaptation relevance of projects, data on bilateral adaptation flows was limited to projects classified as having a principal (‘main’) adaptation component. Further, I use commitments rather than disbursements.
