National Cybersecurity Capacity Assessment in Ecuador: A Sectoral Diagnosis Based on the DAM-NC Methodology

This repository contains the technical artifacts, datasets, and scripts used in the national cybersecurity capacity assessment for Ecuador, carried out using the DAM-NC methodology (Design Action Maturity for National Cybersecurity). The study integrates international frameworks such as the Cybersecurity Capacity Maturity Model (CMM), the NIST Cybersecurity Framework 2.0, and ISO/IEC 27001, adapting them to the Ecuadorian context. The dataset includes 200 classified pieces of public evidence, sectoral heatmaps, semaphores by NIST function, KPIs, and a reproducible Python script for calculating sector maturity indexes. All materials are structured to ensure transparency, reproducibility, and policy relevance for countries in similar development contexts.
