The report contains the following information in 4 stages: classification of hospitals; report of the service facilities in hospitals; report on the figure of hospital patients who could be discharged in an extreme medical emergency; and report on the accommodation for casualties by "crowding up". The appendix contains a report by the Chairman of the State Planning Committee to the Chairman of the Central Medical Planning Committee on stage 5.
