The TOSCo system uses wireless data communications from roadside units (RSUs) to connected vehicles to optimize mobility, fuel economy and emissions while traveling along urban corridors of equipped signalized intersections. The application, located in a vehicle, collects enhanced signal phase and timing (SPaT) including green window information, MAP messages, and Radio Technical Commission for Maritime services (RTCM) Correction Messages defined in SAE standard J2735 using Vehicle-to-Infrastructure (V2I) communications. TOSCo vehicles form strings operating under Cooperative Adaptive Cruise Control using data from nearby vehicles obtained by means of Vehicle-to-Vehicle (V2V) communications. Upon receiving enhanced SPaT and MAP messages, the vehicle application performs calculations to determine the vehicle’s optimal speed to pass the next traffic signal on a green light or to decelerate to a stop in an eco-friendly manner. This information is then sent to longitudinal vehicle control capabilities in the host vehicle. Phase 2 - System Build and Test of the TOSCo project implemented, verified, and deployed the system defined during Phase 1 - Modeling and Analysis along FM1960 in Houston, TX, estimated potential benefits and refined the system design. Work in Phase 2 is split into two sequential segments. Phase 2a addressed system implementation and verification under controlled conditions. Phase 2b deployed the system on a real-world traffic corridor and verified intended functionality.
