采集了中国296个城市在政府官网发布的政策文件,分析得到各地级市在能源结构方面的城市低碳建设水平得分,可以应用到政府低碳建设能力评估、市场投资分析场景下,作为市政府在低碳建设方面的重要参考,也可作为投资人分析能源市场在不同城市发展前景的重要依据。1. 数据来源 采集了296个样本城市在其政府官网发布的与能源结构相关的新闻、公告、政策文件文本。 2. 数据处理 对上述数据进行了基于关键词列表的信息匹配,并根据设计好的评分规则对匹配结果进行定量化计分,得出各城市在能源结构维度的低碳建设水平数据。为了精准匹配与能源结构相关的信息,扩展了管理学中的PDCA循环理论,提出了P(规划)、I(实施)、C(检查)、O(结果)、F(反馈)五环节计分法,并针对性地设计了15个得分变量及对应的关键词列表。使用正则匹配的方式对采集数据进行关键词匹配,然后对所有程序进行程序化计分,得到每个样本城市的能源结构维度低碳在PICOF共五个环节的建设水平得分,其中,能源结构维度总平均分=(P修正后平均分+I平均分+C平均分+O修正后平均分+F平均分)/5。 3. 数据应用 将上述结果应用于城市低碳建设能力评估上,能有效地量化各城市在该领域的建设水平,指导政府进一步提高低碳建设水平。同时,该结果也可作为市场投资者评估特定城市在能源市场的发展前景的重要参考依据。

This dataset collects policy documents, news and announcements related to energy structure published on official government websites of 296 prefecture-level cities in China, and analyzes these materials to generate scores for the low-carbon construction level of each city in terms of energy structure. It can be applied to government low-carbon construction capability assessment and market investment analysis scenarios, serving as an important reference for municipal governments in their low-carbon construction work, as well as a key basis for investors to analyze the development prospects of energy markets in different cities. 1. Data Source The dataset collects news, announcements and policy documents related to energy structure published on the official government websites of the 296 sample cities. 2. Data Processing Information matching based on a pre-defined keyword list was performed on the collected data, and quantitative scoring was conducted according to the designed scoring rules to obtain the low-carbon construction level data of each city in the energy structure dimension. To accurately match information related to energy structure, the PDCA cycle theory in management science was extended, and a five-link scoring method of P (Planning), I (Implementation), C (Check), O (Outcome) and F (Feedback) was proposed. Correspondingly, 15 scoring variables and their corresponding keyword lists were designed. Keyword matching was performed on the collected data using regular expressions, then programmatic scoring was conducted for all procedures to obtain the construction level scores of each sample city in the five links of PICOF for low-carbon construction in the energy structure dimension. The total average score of the energy structure dimension is calculated as: (Corrected average score of P + Average score of I + Average score of C + Corrected average score of O + Average score of F) / 5. 3. Data Application Applying the above results to urban low-carbon construction capability assessment can effectively quantify the construction level of each city in this field and guide governments to further improve their low-carbon construction capabilities. Meanwhile, these results can also serve as an important reference for market investors to evaluate the development prospects of the energy market in specific cities.
