Local Administrative Areas (LAA's) are established as elective areas for FSA county committees in a county or jurisdiction. Single counties are divided into three to five LAA's to enhance the diversification of representation on County Committees (COC). LAA’s do not have to be equal in physical size; however, care should be taken to delineate LAA’s so that the boundaries can be clearly identified by commonly known crop diversity, soil types, roads, creeks, rivers, etc. LAA’s for multi-county jurisdiction may cross State or county lines. Counties with Native American reservation land shall consider tribal reservation boundaries in establishing LAA’s. LAA’s do not have to follow State or county lines. In drawing LAA’s, consideration should be given to: number of farmers and ranchers in each LAA compared with each of the other LAA’s ensuring boundaries are established to ensure that COC members are fairly representative of the agricultural producers in the county or area ensuring that all producers have a maximum equitable opportunity to participate in FSA COC elections types of farming in LAA, such as dryland, irrigated land, range, or cropland geographical conditions in LAA, such as soil types, crop diversity, natural barriers, trade areas local political subdivisions at least 1 or more LAA’s to solely cover tribal reservations, if applicable the fair representation of socially disadvantaged (SDA) producers ensuring equitable representation of producers between LAA’s. Note: Physical size of one LAA in relation to another should not be a critical factor in determining LAA boundaries.
