A PGCA-Based Enforcement Architecture for Execution Certainty in Digital Public Services

This repository contains supporting materials for the paper: “A PGCA-Based Enforcement Architecture for Execution Certainty in Digital Public Services.” The repository includes:• LSS Part Number Coding System demonstration dataset.• Historical rule-based replay evaluation materials.• Table III and Figure 3 supporting the historical replay analysis.• Figure 1 and Figure 2 used in the manuscript.• Supporting documentation and research materials. The study proposes the Plan–Guarantee–Check–Act (PGCA) framework and an enforcement-oriented information system architecture designed to reduce the gap between SOP documentation and SOP execution. The materials provided in this repository support transparency, reproducibility, and further research on digital governance, compliance-by-design, workflow automation, and execution certainty. The historical evaluation is based on 45 order line items from an archived source workbook. The rule-based replay identified 21 valid line items and 24 rule violations. All 24 detected violations were blocked in the PGCA replay. This is a counterfactual rule-based replay, not an observed conventional-versus-PGCA runtime experiment; runtime latency and throughput were not measured.
