国家防灾减灾救灾委员会办公室 应急管理部 发布2025年7月全国自然灾害情况 近日,国家防灾减灾救灾委员会办公室会同有关成员单位,对2025年7月全国自然灾害情况进行了会商分析。7月份,我国自然灾害以洪涝和地质灾害为主,风雹灾害、台风灾害、干旱灾害、地震灾害、森林火灾等也有不同程度发生。各种自然灾害共造成全国891.8万人次不同程度受灾,死亡失踪295人,紧急转移安置和需紧急生活救助62.7万人次,倒塌房屋近2500户1.77万间,损坏房屋4.16万户11.94万间,农作物受灾面积1256.5千公顷,直接经济损失521.5亿元。 7月份全国自然灾害主要特点有: 一、暴雨过程极端性强,北方地区洪涝灾害损失重 7月份,全国共出现10次区域暴雨过程,较常年偏多3次,其中7月中下旬两次过程给北方地区带来严重洪涝和地质灾害。7月18日-22日,黄河、松辽等流域局地强降雨多点多发,其中山东济南、泰安、淄博、潍坊等局地累计降水量300~500毫米,吉林通化和辽宁本溪、丹东等地局地超过250毫米,山东济南、吉林通化等地发生严重洪涝灾害,山东、辽宁、吉林3省11.9万人次不同程度受灾,死亡失踪27人,直接经济损失26.5亿元。7月24日-29日,华北地区出现强降雨过程,累计降水量大、持续时间长、暴雨落区集中、局地极端性强,北京密云及河北兴隆、易县和阜平累计降水量超过400毫米,海河流域永定河、潮白河、泃河、滦河等水系遭遇严重洪水过程,滦河出现今年第1号洪水,密云水库入库流量创1959年建库以来新高,北京密云、河北承德和保定、山西大同等地发生严重洪涝灾害,造成北京、天津、河北、山西4省(市)89.4万人次不同程度受灾,出现重大人员伤亡。此外,受降雨、地形等因素影响,四川、云南、贵州、湖南、甘肃等地地质灾害多点散发。洪涝和地质灾害造成586.5万人次不同程度受灾,死亡失踪293人,紧急转移安置和需紧急生活救助36.6万人次,倒塌房屋1.75万间,损坏房屋11.51万间,农作物受灾面积911.2千公顷,直接经济损失445亿元。 二、风雹灾害影响范围广,内蒙古、云南等地损失相对较重 7月份,全国有8次区域性强对流天气过程,四川、山东、河北、北京等多地出现80毫米/小时以上短时强降雨,内蒙古、河北、陕西、山西、山东、广西、云南等地局地出现10级以上雷暴大风。风雹灾害影响23个省(区、市),造成103.4万人次不同程度受灾,死亡2人,紧急转移安置和需紧急生活救助近5400人次,倒塌损坏房屋3800余间,农作物受灾面积265.7千公顷,直接经济损失43.1亿元。其中,内蒙古、云南等地农业设施、经济作物等损失相对较重,农作物受灾面积185千公顷,农业损失近29亿元。 三、台风登陆个数偏多、强度偏弱,灾害损失总体偏轻 7月份,西北太平洋和南海共生成7个台风,其中3个登陆我国,较常年同期偏多1个。台风“丹娜丝”于8日以热带风暴级强度登陆浙江,影响浙江、福建、江西、广东等地,造成直接经济损失9.3亿元。台风“韦帕”于20日以台风级、强热带风暴级强度先后两次在广东登陆,登陆时风力分别为12级和10级,风雨影响范围广,累积雨量大,并引发风暴潮,对广东、广西、海南等地基础设施、养殖渔业造成较大损失,直接经济损失19.1亿元。台风“竹节草”于30日以热带风暴级强度先后登陆浙江和上海,给浙江、上海、江苏、安徽等地带来一定损失。台风灾害造成151.6万人次不同程度受灾,紧急转移安置和需紧急生活救助25.6万人次,倒塌房屋100余间,损坏房屋600余间,农作物受灾面积29.3千公顷,直接经济损失31.4亿元。 四、黄淮、江淮地区干旱露头发展,因台风降雨有所缓解 7月份,全国平均气温23.6℃,较常年同期偏高1.5℃,为1961年以来历史同期最高,黄淮、江淮、江南等地部分地区降水量较常年同期偏少50%以上,长江中下游干流径流量较常年同期偏少2~3成、淮河干流偏少9成。旱情导致河南东部和南部、安徽北部、山东南部、江苏北部、湖北北部、重庆等地部分农田出现缺墒,对部分地区玉米、大豆等秋粮作物生长发育造成不利影响,局地居民、牲畜因旱临时饮水困难。近期台风“竹节草”为江苏、安徽等地带来降雨,江苏北部、安徽北部等地旱情明显缓解。干旱灾害造成49.5万人次不同程度受灾,当前1.4万人因旱需生活救助,农作物受灾面积48.7千公顷,直接经济损失1.9亿元。 五、地震活动明显减弱,森林草原火灾形势平稳 7月份,我国大陆地区发生4.0级以上地震4次(此外,渤海海域发生1次4.4级地震),较历年同期平均水平明显减弱,最大震级为7月26日内蒙古阿拉善左旗4.7级地震,未造成明显灾害损失。据初步统计,7月份全国共发生森林火灾6起,其中黑龙江5起、内蒙古1起,均为雷击引发;全国未发生草原火灾。

In July, floods and geological disasters were the main natural disasters in China, while wind and hail disasters, typhoon disasters, drought disasters, earthquake disasters, forest fires and other disasters also occurred to varying degrees. Various natural disasters affected a total of 8.918 million people across the country to varying degrees, with 295 people killed or missing, 627,000 people urgently transferred and resettled or in need of emergency life assistance, nearly 2,500 households and 17,700 houses collapsed, 41,600 households and 119,400 houses damaged, 1.2565 million hectares of crops affected, and direct economic losses of 52.15 billion yuan. Main characteristics of national natural disasters in July: 1. Extreme rainfall processes were highly extreme, with heavy flood and disaster losses in northern China In July, a total of 10 regional heavy rainfall processes occurred across the country, 3 more than the annual average. Two processes in mid-to-late July caused severe floods and geological disasters in northern China. From July 18 to 22, localized heavy rainfall occurred in multiple spots in the Yellow River, Songliao River basins and other areas. The accumulated precipitation in local areas of Jinan, Tai'an, Zibo, Weifang and other places in Shandong Province reached 300-500 mm, and exceeded 250 mm in local areas of Tonghua in Jilin, Benxi and Dandong in Liaoning. Severe floods occurred in Jinan, Shandong and Tonghua, Jilin. A total of 119,000 people were affected to varying degrees in the three provinces of Shandong, Liaoning and Jilin, with 27 people killed or missing and direct economic losses of 2.65 billion yuan. From July 24 to 29, a heavy rainfall process occurred in North China, featuring large accumulated precipitation, long duration, concentrated heavy rainfall areas and strong local extremity. The accumulated precipitation in Miyun of Beijing, Xinglong, Yixian and Fuping of Hebei exceeded 400 mm. Watersystems of the Haihe River Basin, including the Yongding River, Chaobai River, Ju River and Luan River, experienced severe flood events. The Luan River saw the first flood of the year, and the inflow volume of Miyun Reservoir hit a record high since the reservoir was built in 1959. Severe floods occurred in Miyun of Beijing, Chengde and Baoding of Hebei, Datong of Shanxi and other areas, affecting 894,000 people across four provinces/municipalities (Beijing, Tianjin, Hebei and Shanxi) and causing heavy casualties. In addition, due to factors such as rainfall and terrain, geological disasters occurred in multiple spots in Sichuan, Yunnan, Guizhou, Hunan, Gansu and other regions. Floods and geological disasters affected 5.865 million people to varying degrees, with 293 people killed or missing, 366,000 people urgently transferred and resettled or in need of emergency life assistance, 17,500 houses collapsed, 115,100 houses damaged, 911,200 hectares of crops affected, and direct economic losses of 44.5 billion yuan. 2. Wide impact of wind and hail disasters, with relatively heavy losses in Inner Mongolia, Yunnan and other areas In July, a total of 8 regional severe convective weather processes occurred. Short-term heavy rainfall of more than 80 mm/h was recorded in many places such as Sichuan, Shandong, Hebei and Beijing, and thunderstorm gales of force 10 or higher occurred in local areas of Inner Mongolia, Hebei, Shaanxi, Shanxi, Shandong, Guangxi, Yunnan and other regions. Wind and hail disasters affected 23 provinces, autonomous regions and municipalities, causing 1.034 million people to be affected to varying degrees, 2 deaths, 5,400 people urgently transferred and resettled or in need of emergency life assistance, more than 3,800 houses collapsed or damaged, 265,700 hectares of crops affected, and direct economic losses of 4.31 billion yuan. Among them, Inner Mongolia, Yunnan and other areas suffered relatively heavy losses in agricultural facilities and cash crops, with 185,000 hectares of crops affected and agricultural losses of nearly 2.9 billion yuan. 3. More typhoon landings with weaker intensity, relatively light overall disaster losses In July, a total of 7 typhoons formed in the Northwest Pacific and the South China Sea, 3 of which landed in China, 1 more than the annual average. Typhoon Danas landed in Zhejiang at tropical storm intensity on the 8th, affecting Zhejiang, Fujian, Jiangxi, Guangdong and other areas, causing direct economic losses of 930 million yuan. Typhoon Wipha landed in Guangdong twice on the 20th, at typhoon and severe tropical storm intensity respectively, with maximum wind speeds of 12 and 10 levels upon landing. The typhoon brought wide-ranging wind and rain impacts, heavy accumulated rainfall and triggered storm surges, causing heavy losses to infrastructure, aquaculture and fisheries in Guangdong, Guangxi, Hainan and other areas, with direct economic losses of 1.91 billion yuan. Typhoon Zhujiecao landed in Zhejiang and Shanghai successively at tropical storm intensity on the 30th, causing certain losses to Zhejiang, Shanghai, Jiangsu, Anhui and other areas. Typhoon disasters affected 1.516 million people to varying degrees, with 256,000 people urgently transferred and resettled or in need of emergency life assistance, more than 100 houses collapsed, more than 600 houses damaged, 293,000 hectares of crops affected, and direct economic losses of 3.14 billion yuan. 4. Drought emerged and developed in Huanghuai and Jianghuai regions, alleviated by typhoon rainfall In July, the national average temperature was 23.6℃, 1.5℃ higher than the average of the same period in normal years, the highest for the same period since 1961. Precipitation in some areas of Huanghuai, Jianghuai, Jiangnan and other regions was more than 50% less than the average of the same period. The runoff of the main stream of the Yangtze River was 20%-30% less than the average of the same period, while that of the main stream of the Huaihe River was 90% less. The drought caused soil moisture deficit in some farmlands in eastern and southern Henan, northern Anhui, southern Shandong, northern Jiangsu, northern Hubei, Chongqing and other areas, adversely affecting the growth of autumn grain crops such as corn and soybean in some regions, and causing temporary drinking water difficulties for local residents and livestock due to drought. Recently, Typhoon Zhujiecao brought rainfall to Jiangsu, Anhui and other areas, significantly alleviating the drought in northern Jiangsu and northern Anhui. Drought disasters affected 495,000 people to varying degrees, with 14,000 people currently in need of life assistance due to drought, 48,700 hectares of crops affected, and direct economic losses of 190 million yuan. 5. Seismic activity significantly weakened, forest and grassland fire situation stable In July, 4 earthquakes of magnitude 4.0 or above occurred in mainland China (plus one 4.4-magnitude earthquake in the Bohai Sea), which was significantly lower than the average level of the same period over the years. The largest magnitude was the 4.7-magnitude earthquake in Alxa Left Banner, Inner Mongolia on July 26, which caused no obvious disaster losses. According to preliminary statistics, a total of 6 forest fires occurred across the country in July, 5 in Heilongjiang and 1 in Inner Mongolia, all caused by lightning strikes; no grassland fires occurred nationwide.
