A comprehensive, machine-readable corpus of 132 international investment agreements concluded by the Republic of Türkiye between 1962 and 2025, including 130 bilateral investment treaties (BITs), one multilateral investment agreement (ECO Member States, 2005), and one memorandum of understanding (Islamic Development Bank, 2013). This is the first dataset to compile the complete text and structured metadata of Türkiye's entire investment treaty network in a single, open-access resource. While the UNCTAD Investment Policy Hub covers Turkish BITs only partially, with several treaties missing, incomplete metadata, and no clause-level coding, this corpus provides full coverage of all 132 agreements with cleaned texts, article-by-article extracts, and systematic coding against 140 variables (100 UNCTAD IIA Mapping Project variables plus 18 custom additions and 22 metadata fields). The dataset introduces the Pehlivan FPS Typology, a novel classification of Full Protection and Security (FPS) clauses into seven categories (Types A, B, C, D, E, F, G). Key findings: 48 treaties (36.4%) contain no FPS clause at all (Type G), making it the largest single category in Türkiye's BIT network.Type C (minimum standard of treatment + FET + FPS) dominates post-2010 treaties with 32 agreements (24.2%), reflecting Türkiye's clear shift toward a new model BIT template anchored in customary international law. Type B (FET + FPS without external legal standard) accounts for 29 treaties (22.0%), concentrated in the 1990s–2000s liberalization and EU harmonization periods. FPS clause location shifts across treaty generations: Article 2 in older treaties, Article 3 in mid-period treaties, and Article 4 ("Minimum Standard of Treatment") in the newest generation, indicating a structural evolution in Turkish treaty drafting. Several post-2020 treaties (Uruguay 2022, Venezuela 2023, UAE 2023) explicitly define FPS as "physical protection and security" or "police protection required under customary international law," narrowing FPS scope to physical security only. No binding ESG obligations: across all 132 treaties spanning six decades, no treaty contains substantive or enforceable environmental, sustainability, labour, or corporate social responsibility obligations. ESG-related language appears only at a non-binding level preambular aspirations, not-lowering-of-standards clauses, or general exceptions. In total, 77 treaties contain at least one such ESG-related provision (counting any preambular sustainable-development, social, or environmental reference; any health, environment, labour, or corporate social responsibility mention in the operative text; any not-lowering-of-standards clause; or any general health/environment exception). The most substantive of this language, US-model preamble wording referencing "health, safety and environmental measures" and "internationally recognized labour rights" is concentrated in treaties concluded after 2010. The combination rule matters: FET and FPS are classified as "combined" only when they appear in the same article, back-to-back. This distinction revealed that treaties previously assumed to follow the same model (e.g., France 2006, Sweden 1997) actually use standalone FPS clauses (Type A) because FET appears in a separate article.
