Participants Employed are those having earned income and number of hours worked during any singular month during 2025. <B>OBRA Waiver (Omnibus Budget Reconciliation Act Waiver)</B> The OBRA Waiver is a Medicaid Home and Community-Based Services (HCBS) waiver that supports Pennsylvanians ages 18–59 with developmental physical disabilities, allowing them to live in the community rather than in institutional settings.
