These four volumes form part of the record kept of blank cover minutes on documents forwarded by and returned to other departments, principally the Colonial Secretary's Department, the Treasury and the Inspector General of Police.The minutes cover the full range of matters dealt with by the health authorities from minor matters of administration (which naturally make up the majority of instances, at lease during the early part of the period) to statements of departmental policy, advocacy of proposed government health policies and major activities such as the setting-up of hospitals and the combating of epidemics.From 21 July 1882 to 1 March 1883 the volume shows the number of the minute, what department forwarded the documents (and usually the registration number), the date of receipt, the nature of the documents, the minute, and the department and date of return.
