All establishments in Japan on the date of the Census (excluding establishments in agriculture, forestry, and fisheries other than those that are incorporated, establishments falling under "Government" in the Japan Standard Industrial Classification, establishments that do not have facilities permanently fixed in one place, such as street vendors, and establishments managed by the Allied Forces or foreign governments)
