This indicator describes whether countries have developed National RBMP and what is the level of implementation and effectiveness. National River Basin Management Plan involves managing water at the appropriate hydrological scale, using the surface water basin or aquifer as the unit of management. It involves basin and aquifer development, use and flood risk plans. It promotes multi-level cooperation, addresses and identifies potential conflict, among users, stakeholders and levels of government for the management of water resources.
